A practical guide for new agents

How to Start Your Own Umrah Travel Business in India

Starting an Umrah travel business does not necessarily require a large office or expensive software. But you do need appropriate business arrangements, reliable suppliers, practical Umrah knowledge and the ability to take care of your customers.

This guide explains how to start small, operate responsibly and grow with experience.

This is general information for people in India. It is not legal, tax or Saudi licensing advice. Rules differ by state, by the way you trade, and by the Saudi season. Confirm the current official requirement before you rely on it.

Step 1

Establish your travel business

Choose a lawful way to trade in India before you take customer money. Indian registration does not, by itself, make you a Saudi Umrah operator.

A form of business

  • Proprietorship. One person trades in their own name. It is often the simplest start. The proprietor remains personally responsible for the business.
  • Partnership. Two or more people share the work and the risk. A partnership registered under the Partnership Act is a different legal step from an informal arrangement.
  • LLP. A limited liability partnership is a separate form, with designated partners and its own filings.
  • Company. A private limited company is a separate legal person, with directors, capital and company-law compliance.

Ask a chartered accountant which form fits your liability, tax and banking needs. The choice also affects whether Startup India recognition is even open to you.

Name, local permissions and a bank account

  • Choose a business name you can use consistently. Do not use a name that suggests a Saudi ministry appointment, a Nusuk office, or a licence you do not hold.
  • Local permissions vary. Shop and establishment registration, a trade licence, professional tax and municipal rules depend on your state and on whether you meet customers at home, in a shared office, or in a rented office. Check your own state and city.
  • Open a business bank account in the name you will invoice under. Keep customer advances separate from personal spending.
  • Keep basic books from the first sale: quotations, invoices, receipts, supplier payments and customer advances.

Udyam registration

Udyam registration is the Government of India’s MSME registration. The official portal states that it is free, paperless and based on self-declaration. There is no fee for filing. Use only udyamregistration.gov.in or a government single-window system. Private websites are not the official registrar.

Aadhaar is required. PAN and GSTIN are required where the MSME rules say they apply. An enterprise files one Udyam registration. The certificate does not need renewal. Classification as micro, small or medium depends on investment and turnover, which the portal reads from government data.

An Udyam number is Indian MSME recognition. It is not Saudi Umrah authorisation, and it does not appoint you as an external Umrah agent.

GST registration

GST registration is not automatic for every new agency. Whether you must register depends on your place of business, whether you supply goods, services or both, your all-India aggregate turnover, and some categories that must register even below the threshold. Travel-agency work is generally a supply of services. Official guidance treats a service supplier differently from a business that supplies only goods, and some states use a lower limit. Voluntary registration is also possible.

Confirm the current rule for your state on gst.gov.in before you decide. A GSTIN is an Indian tax registration. It is not a Saudi licence.

Startup India, only when you are eligible

Startup India recognition is optional. It is not required to run a travel business. Under the DPIIT notification of 4 February 2026, recognition is for an entity incorporated or registered in India as a private limited company, a partnership firm registered under the Partnership Act, a limited liability partnership, or a cooperative society. A sole proprietorship is not eligible.

The entity also has to be within 10 years of incorporation, stay within the turnover limit of ₹200 crore in any financial year since incorporation, work towards innovation or a scalable model, and not be formed by splitting up or reconstructing an existing business. Deep-tech recognition uses different limits. Most new Umrah agencies will not meet that test. Read the current criteria on startupindia.gov.in before you apply. Recognition is not Saudi authorisation.

Step 2

Build your online presence

A clear public presence helps a family find you and check that you are a real business. It does not create customers by itself. This page does not promise leads or a search ranking.

  • Google Business Profile, where Google’s current rules allow your kind of business. Use the same name and phone as your invoices.
  • An Instagram business profile and a Facebook business page for the agency, separate from a personal account.
  • WhatsApp Business, with your business name, city and a short description of what you actually arrange.
  • The same business name, city and contact number on every profile.
  • Genuine photographs of your own office or your own work. Do not present another company’s hotel pictures as your inventory.
  • A service list written in plain language: what you arrange, what the customer still has to provide, and how a family can ask a question.
  • A simple enquiry record. A notebook or a spreadsheet is enough at the start. Note the name, travel dates, city and what you replied.

Step 3

Create a professional identity

Customers should recognise the same agency on a card, a quotation and a WhatsApp chat. You can begin with affordable digital files. A large branding budget is not a requirement, and it does not replace a supplier or a registration.

  • A simple logo you can use small, on a phone screen and on an invoice.
  • A printed business card, if you meet people in person.
  • A digital card or a short link you can send on WhatsApp.
  • A completed WhatsApp Business profile: photo, about text and business hours.
  • A quotation template that lists what is included, what is not, and the date the price is valid.
  • A customer invoice template with your legal name, city and tax details where they apply.
  • Short service descriptions, written the same way on your page, your card and your quotation.
  • One name, one phone number and one set of colours, used every time.

Step 4

Start with a small office if you need one

You do not have to rent an office to begin. A modest room, a shared desk or a home-based operation can be enough when local rules allow it and customers can meet you safely.

  • Customer meetings. Have a quiet place to talk through dates, passports and payments. A café is a poor place to open a passport.
  • Signage. If you have a public office, a clear sign in your business name helps a family confirm they are in the right place. A home office does not need a shopfront.
  • Document handling. Record which passport copy you hold, why you hold it, and when you will return or delete it.
  • Professional communication. Reply from the business number. Say what you have confirmed and what is still waiting on a supplier.
  • Privacy and security. Keep passport copies and payment proofs out of open group chats and off an unlocked phone.
  • Customer trust. A tidy process matters more than a large cabin. People trust an agent who is clear about what is booked and what is not.

Step 5

Offer complementary travel services

Many agencies begin with ordinary travel help and add Umrah once the operation is sound. Offer only what you are permitted to sell, and name your fee before the customer pays.

  • Passport application assistance. The customer applies to the passport authority. You may help with the form and the document list. You do not issue the passport.
  • Travel documentation assistance, such as a checklist for the booking the customer has actually purchased.
  • Flight booking through an airline, an accredited agent or another arrangement you are authorised to use. Do not issue tickets you are not permitted to issue.
  • Hotel booking assistance, with the property, dates and conditions stated in writing.
  • Transport coordination for the trip you are actually supporting.
  • Travel insurance only through an insurer or a licensed intermediary, with the policy explained before it is sold.
  • Other travel services your local permissions and your suppliers allow.

Tell the customer which part is your fee and which part is paid to a supplier. Work with partners who answer when a booking goes wrong. This page does not promise an income.

Step 6

Learn practical Umrah operations

This is the part that protects your customer. A quotation is only as good as the hotels, transfers and documents behind it. Spend time with people who already move pilgrims, and learn the route before you sell it alone.

Airports, transfers and the two cities

  • Know which airport the group will use. Jeddah and Madinah are not interchangeable, and the hotel night depends on the landing time.
  • An airport transfer is not the same product as the Makkah–Madinah coach. Price and plan them separately. Our ground services page lists the routes an agency can enquire about. It does not publish a fixed rate.
  • Learn the difference between a Haram-area hotel and a hotel that needs a shuttle. A brochure line such as “near the Haram” is not a measured walking distance.
  • Ask for the real access: walking time for a healthy adult, stairs, a shuttle timetable, and whether an elderly pilgrim can manage it. The hotel catalogue explains the kinds of stay Omni Trips can coordinate. It is not a live list of named hotels.
  • Hotel check-in and checkout times decide whether the transfer can go straight to the room or whether the group needs a plan for the gap.

Movement, the mosques and the people travelling

  • The Haramain train is a separate arrangement from a private vehicle. Stations, luggage and step-free access have to be planned, especially for elderly pilgrims.
  • Match the vehicle to the group: a sedan, a larger private vehicle, a Hiace or a bus. Do not sell a bus seat count you have not checked.
  • Access to the Haram and to Al-Masjid an-Nabawi changes with the crowd, the prayer, mobility and the arrangements in force at the time. Do not promise a gate, a prayer place or a wheelchair route you cannot control.
  • Ask about elderly pilgrims before you choose the hotel: walking distance, a lift, a companion, medication, and who stays with them if the group splits.

Visas, BRN and the problems that actually happen

  • An Umrah visa and a hotel-and-catering BRN are different workflows. Both depend on the season and on supplier availability. Read the BRN support page before you promise a reference number.
  • Ground coordination is the person who can act when the flight is late or the hotel is not ready. Name that contact before departure.
  • Expect ordinary problems: a delayed flight, a name that does not match the passport, a room that is not ready, a pilgrim who cannot walk the distance that was sold, and luggage that arrives later than the group.

Visiting Saudi Arabia once does not make you a licensed guide or a Saudi Umrah operator. Omni Trips is an Indian external agency working through the applicable Saudi workflow and Nusuk Masar. It is not a Saudi-licensed Umrah company. Indian GST, Udyam or company registration does not create that status.

Step 7

Start with manageable bookings

An agency that is properly set up can begin with one traveller, a family, or a group small enough to supervise. Learn beside an experienced operator before you take a complicated group on your own.

A group of about 10 to 15 pilgrims is only an example of what to plan. It is not a recommended package, and it is not a forecast of profit. Group travel is not risk-free.

  • Flights. A seat for every pilgrim, including a group leader if that person is travelling. Note baggage and the arrival airport.
  • Visas. The requirement for each passport, not a single assumption for the whole group.
  • Hotels. Makkah and Madinah, with dates, room type and the real access you have checked.
  • Transport. Arrival, the move between the cities, and the departure, sized for the actual number of people and their luggage.
  • Group leader. Ticket, hotel, local costs and a working phone, if a leader is part of the trip. Do not hide those costs inside an unclear package.
  • Emergency contacts. One person in India and one person who can act in Saudi Arabia, written down before departure.
  • A contingency fund. Money kept aside for a delay, a medical need or an extra room. Do not plan as if nothing will change.
  • Supplier payments. When each supplier must be paid, and a rule that customer advances are not used for something else.
  • Customer communication. Who speaks to the families, and what you will tell them when a supplier has not yet confirmed.
  • Written terms. What is included, what is not, how a name change or cancellation is handled, and that a hotel or visa is confirmed only after the supplier agrees in writing.

Step 8

Manage your agency with Omni Trips

Once you are selling to your own customers, the operational work still has to be done: visas, hotels, transport and the records around them. Omni Trips & Hospitality Services, Bengaluru, supports Indian travel agents with that work. Your agency keeps the customer.

B2B support available through our team

These services are handled by people, on WhatsApp, not by an instant booking button. A request is not a confirmation. The supplier has to have the space, and you receive a written offer before anything is treated as booked.

  • Umrah visas
  • Hotel and catering BRN
  • Makkah and Madinah hotels
  • Saudi transportation
  • Ground coordination

Explore the B2B services without registering.

Free agent portal

Registration is on the agent portal. It does not confirm a booking or take a payment. Trip tools open only after Omni Trips approves the agency.

  • Customer and passenger records
  • Trip management
  • Costing and gross-profit calculations
  • Basic itineraries
  • Quotations and vouchers
  • Invoice and payment records
  • B2B service requests

Reasonable usage and storage limits are part of the plan. Nothing in that list can be used today.

Start small. Learn the business. Build customer trust. Grow with experience.
